Breast Cancer Initiative East Africa (BCIEA INC), headed by
Philippa Kibugu DeCuir, a 31 year Breast Cancer Survivor, started the Cancer Awareness and Education movement in Rwanda 5 years before the first Oncologist and Cancer Hospital. Since then, Rwanda made tremendous strides in building support and infrastructure to address the situation on the ground.
Now, in 2025 the final piece of the foundational puzzle was established, free treatment.and therapies and insurance coverage support. The national health system has created the proper infrastructure. We hold a long standing MOU with the Ministry of Health and Rwanda Biomedical Center which allows us to fully execute our mission on the ground.
This foundational shift in Rwanda’s healthcare system has created the opportunity to take the grassroots work that we have been doing on the ground for the past 17 years, that has resulted in over 45,000 individuals impacted, to unveil a comprehensive Breast Cancer Support platform that works alongside the National Health System medically focused efforts that we call the Pink Village the Movement.
In partnership with FDG, a leading design and architectural firm in Rwanda, we are transforming our original Pink House into a comprehensive, Eco-Friendly, first of its kind full service Breast Cancer Support Wellness Campus.

One Smartphone Per Village
Fighting Breast Cancer, One Smartphone Per Village leverages our trained Village Ambassador equipped with a donated smartphone, and access to our AI Breast Cancer Assistant, IROZA to bring Awareness and Education to the Village.
Our Village Ambassadors are connected and interact with each other and BCIEA Staff via WhatsApp Ambassador Group, text, and Email.
This project motivated our ambassadors to improve their communication skills through the use of Social Media in Kinyarwanda and English.

Restoring Dignity And Empowering Survivors
BCIEA has 30 trained Rwandan women who knit made-in-Rwanda prostheses for women who undergo mastectomy to help them overcome body image and confidence issues and the aftereffects of losing breasts. BCIEA is forever grateful to our friend, Barbara Demorest, a breast cancer survivor herself and founder of the Knitted Knockers Foundation USA.She volunteered in 2016, with Lauren and JB to come and teach 30 Rwandan ladies how to make Knitted Knockers.
